There is no way to change the wallpaper on Windows 7 Starter, and there is no way to (legally) upgrade to Home Premium for free. You would have to pay for the upgrade. I have an Hp Mini Laptop and it has Stardock MyColors if you have that on it you have to change your theme to Tord Boontje theme to change it..... So lol this might not help and No You can't get Home Premium free you must buy it in a package.
