i'm a little confused w/your question but, first of all if it's new why not just take it back and swap it out for on that works. if you want to keep going, is this a plug end or are you doing the wiring at the source...if so make sure you are following the colors right, black/white/green all have match right w/today's electronic ballasts or they won't work right. next make sure you are getting the pins in right in the sockets, they can be tricky and lastly, if you've don all that put you hand on the ballast when it's plugged in, it should feel slightly warm or semi hot, if itdoesn'tt then the ballast is no good. How to remove %26amp; fix a fluorescent tube?
Very carefully. How to remove %26amp; fix a fluorescent tube?
You may have a bad ballast.Sounds like this must be an older fixture since new fluorescent lights no longer use starters.
